In October 1968, Father Hogan was appointed to work in the Archdiocese of Nairobi, Kenya, where his first appointment was Principal of Kiriku High School.

During the years 1964-68, Father Hogan was active with overseas students in Dublin and is a founding member of "The Overseas Club" in Dublin and was actively involved in Viatores Christi—a lay missionary volunteer organization which recruited and trained professional people to work in mission countries. During those years, he was the contact person in Ireland for the British Ministry for Overseas Development for recruiting professional people to work in the former British colonies.

During the Nigerian Civil War, he was involved with establishing and maintaining communication links with the Irish Missionary Personnel who were working in the civil war area.
